The Broome-Tioga BOCES Professional Learning & Innovation Center marked its fifth year coordinating a regional 
consortium of school districts in New York State, aimed at promoting bilingual education through the New York State Seal of Biliteracy. The seal acknowledges high school graduates who demonstrate proficiency in English and at least one other world language.
The New York State Education Department says the seal's goals include encouraging language study; identifying skilled bilingual graduates for employers; providing universities with additional information about applicants; preparing students with 21st-century skills; recognizing the value of language instruction; and affirming the value of diversity in a multilingual society.
Each year, the consortium assists participating schools in offering the seal to their students. To demonstrate proficiency, students must complete a culminating project followed by a presentation to a panel of language experts.
On April 25, students gathered at the BT BOCES Instructional Support Center to deliver their final presentations. The event allowed them to showcase their skills and celebrate their achievements. After each 30-minute presentation, the panel engaged in a question-and-answer session in the target language, evaluating the students' capabilities. This year, 59 students across 10 participating districts earned the seal.

The consortium's success can be attributed to the dedication of world language teachers, mentors, administrators, and BT BOCES team members. As the program continues to grow in the BT BOCES region, more school districts are encouraged to consider implementing or expanding the program. A promotional video highlighting the importance of the seal and celebrating the students' accomplishments is set to be released in the coming months.
